How do I become a member of Access Framingham (AFTV)?
You must complete a membership application, provide proof of Framingham residency/employment/school attendance, sign the Access User Agreement, and pay the membership fee (which may be waived in certain cases).
What are the different categories of membership?
Individual, Individual Junior/Senior, Family, Non-Profit Organization, and Business.
What are the age restrictions for using AFTV facilities?
Users under 18 must have a signed parental consent form. Users under 14 must be accompanied by an adult.
Do I need training to use AFTV equipment?
Yes, you must attend an orientation class and be certified by AFTV for the specific equipment you want to use. Professional users can demonstrate proficiency for more immediate priveleges.
Can I use AFTV equipment for commercial purposes?
No, programs produced with AFTV equipment must be intended for cablecast by AFTV and cannot be used for commercial purposes.
Who owns the copyright to programs produced using AFTV equipment?
The producer owns the copyright and is responsible for the content of their programs, but AFTV may use the video for publicity purposes.
Are there rules about behavior at AFTV facilities?
Yes, AFTV prohibits violence, harassment, disruptive behavior, weapons, illegal substances, smoking, and being under the influence of drugs or alcohol.
Program Content and Scheduling
What types of content are prohibited on AFTV?
Commercial advertising, copyrighted material used unlawfully, fraudulent material, unlicensed content, libel, slander, obscenity, unlawful invasion of privacy, and lottery advertisements.
What is "Safe Harbor Scheduling"?
It's the scheduling of indecent, profane, or patently offensive content between 11 pm and 5 am.
What are the age restrictions for using AFTV facilities?
Users under 18 must have a signed parental consent form. Users under 14 must be accompanied by an adult.
Can I produce a live stream with audience participation?
Yes, but you must take measures to prevent prohibited content, and anonymous callers are not allowed.
What is the Community Bulletin Board (CBB)
It's an electronic board for cycling community announcements. Commercial announcements are not allowed.
Can I receive underwriting or grants for my programs?
Yes, but it must be for goods, services, or donations that aid in developing programs, and members cannot be paid for their efforts.
What disclaimers and warnings are required for my programs?
All programs must include a Public Access Disclaimer. Programs with patently offensive content must include a Viewer Advisory.
What information must my program include at the beginning and ending?
Programs must have a specific format including disclaimers, title, producer, and credits.
Equipment and Production
How do I reserve equipment?
Reservations can be made up to one month in advance, preferably at least one week in advance, in person, by phone, or by email.
What are the rules for checking equipment in and out?
You must sign an Equipment Check-Out form and return equipment on time.
Are there rules for using the recording studio and post-production equipment?
Yes, there are rules regarding reservations, crew, studio time, props, hard drives, unfinished programs, and copies of programs.
Am I liable for any damage to AFTV equipment?
Yes, members are responsible for any damage caused by their negligence or intentional acts.
Violations and Grievances
What are the different levels of violations?
Major and minor violations.
What are the potential sanctions for violations?
Warnings, temporary suspension of privileges, or suspension/revocation of membership.
How do I file a complaint about a violation?
You must submit a written complaint to the Executive Director.
